In 2006 a Bipartisan Comprehensive Reform Immigration passed the United States Senate but did not become law because of the more Conservative House of Representatives, led by Republicans who failed to reconcile it with their bill.
In 2007 the George W. Bush Administration supported a Bipartisan Comprehensive Reform Immigration Bill sponsored by Senators Ted Kennedy and John McCain. Unfortunately, the extremes on both the left and right killed the bill.
In 2013 and 2014, the House Republican leadership scared stiff from the surprising primary loss Eric Cantor suffered, did not consider the Bipartisan Comprehensive Reform Immigration Bill passed with 68 votes in the Senate.
Earlier this year, the Trump Administration reneged on a proposed immigration deal after hardliners in the administration John Kelly and Stephen Miller convinced the President to switch directions.
So when someone tells you the Democrats are at fault, tell them about the four previous times Democrats and sane Republicans tried to carry reform across the finish line and how on those four occasions the fault for inaction could be laid at the feel of the Alt-Right on all those instances.
