Why do Republican Governors pit one group against another?

Governor Doug Ducey's plan to fund a twenty percent raise for teachers by 2020 is a form of Social Darwinism. He is willing to cut expenses for Medicaid, hoping demand will remain low in the foreseeable future as it is currently and other areas as well as projecting higher revenues from a steady state economy. This is a poor way to fund an increase in teachers salaries as one group is pitted against another. What happens when the economy has a downtown? What happens when demand for Medicaid rises? The Governor's plan is not the right way to proceed. It is better to close corporate tax loopholes or raise incomes on high earners like the Democratic candidates for Governor and the Superintendents of Public Instruction advocate. Their plans are more sensible and do no harm to other groups.
