Why is not the infrastructure bill number one?

Just watched parts of the President's rally in Nashville. He said Tax Reform was his first priority after health care although he seemed to indicate that he preferred to do that instead of Trump/Ryan-Care. Why is the infrastructure bill not number one? That bill other than tax reform and the repeal and replacement of Obamacare would actually be a potential net positive for the economy and job market. For someone who campaigned on restoring our bridges, roads, and airports (Obama had been asking for it for years), where is the plan? There are probably a lot of people in states and communities that voted for the President that should be wondering "where is the bill?" Maybe they will get wise like the majority of the country that voted against the President and figure out that he does not keep a good portion of his promises.
