Since when is laughing a crime?

We are really in trouble as a country if government officials proceed with prosecuting individuals for laughing at government hearings. Should people behave at government hearings? Absolutely. Should they face up to a year of jail time for laughing? Only in Banana Republics. This is ridiculous.
