Building a green energy infrastructure from the bottom up. Maybe we should in Puerto Rico.

There are two very interesting articles below that echo some earlier posts on this blog on how some green technology initiatives should start from local and state agencies first. While there are cases around the country about local municipalities and state houses converting their outdated infrastructures to environmentally friendly replacements, some see Puerto Rico as a location to install green technology throughout the whole island.  This may be a sound way to rebuild Puerto Rico's infrastructure in the wake of the tragic hurricanes that decimated the area and bring it into the Twenty-First Century.
